- CAP was founded in 1990 in response to a community-wide desire to strengthen and develop the County's arts and cultural community. Many sectors came together to engage in a community cultural assessment that would describe how a new arts council would assist and support the arts. After an exhaustive, inclusive 18-month study, CAP was launched as a not-for-profit agency that would serve the public by providing services to the arts in the County.
